It was decided in the Jan. 13 regular meeting of the Franklin County School Board that the Confederate flag will not be banned from the dress code in Franklin County's school system, according to a series of reports. 

Board member Penny Blue had pushed in an earlier meeting to change the dress code, stating that it was a distraction to the learning environment. 

Board member Donna Cosmato in that meeting had also stated that while she would support the ban as a citizen, she couldn't as an elected official, fearing that it would lead to a lawsuit over free speech rights of the students. 

Ultimately, the board decided that a student's right to free speech can't be taken away because of something being offensive.
